There is, sort of. the IPA is really being pushed by many linguists, but a select few (especially in the USA) are resisting, and sticking with older systems.

why is it the each person explains phonology differently? I mean for example that in some books you come across with approximants and lateral phonmes and some other books with glide and liquid. why isn't there a unique system for the whole English chart phoneme baloney?
